California Air Resources Board's (CARB) Area Source Improvement and Community Inventory Development Section within the Air Quality Planning and Science Division (AQPSD) is looking for an enthusiastic, creative, highly motivated, and organized applicant with air pollution expertise to support emissions inventory development for California's air quality management plans. Emission inventories help identify priorities for emissions reductions and support development of strategies to improve air quality and track progress in communities across California. A key priority for the section is to develop criteria air pollutant emissions estimation methodologies from areawide sources (for example, residential wood combustion in fireplaces and wood stoves) that reflect the current state-of-the-science to support the federally mandated State Implementation Plans (SIP) under the Clean Air Act. The Section also leads development of granular community-scale criteria and toxics air pollutant emissions inventory from all air pollution sources (stationary, areawide, and mobile) for California's community focused emissions reductions under the AB 617 Community Air Protection Program. To further enhance the usefulness of emissions inventories, the Section develops new-age dynamic and accessible visualization tools for inventory development, validation and public dissemination. To ensure seamless coordination on both the SIP area source emissions inventory methodologies and the AB 617 community emissions inventories, the Section works closely with several other groups in AQPSD, other CARB Divisions, USEPA, local air districts, other state and local agencies, and engaged stakeholders, including, environmental and community-based organizations, community residents, general public, and the industry.

Under direction of the Air Resources Supervisor I, the successful candidate will be responsible for projects that focus on delivering the above-described duties of the section, and will require advanced engineering, technical and scientific understanding of air pollution emissions and estimation methods; environmental data analysis and management capabilities; and demonstrated active listening and communication skills. Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
