Job Summary

This position provides soil science and groundwater hydrology expertise to support the Minnesota Pollution Control Agency’s Industrial Wastewater NPDES/SDS permitting. This position provides statewide industrial by product and wastewater irrigation program oversight including internal and external training. This position conducts comprehensive and thorough hydrologic and hydrogeologic evaluation and review associated with new and existing industrial facilities that are undergoing permitting and/or environmental review. The purpose of the review is to assess and understand the facility’s potential hydrologic and hydrogeologic impacts so that the state can disclose potential impacts and requires appropriate action to minimize and monitor them as appropriate. This position develops program policies and technical guidance documents to ensure effective groundwater and surface water protection. This position also performs supplementary hydrologic and hydrogeologic analyses as necessary and attends public meetings when required. This position performs duties associated with writing various Industrial National Pollutant Discharge Elimination System and State Disposal System permits. The incumbent maintains a thorough knowledge of state and federal rules and science related to water resource management for industrial facilities.

Minimum Qualifications

Bachelor's degree in one of the following areas: Environmental Engineering; Environmental Health; Environmental Studies; Geology; Hydrogeology; Hydrology; Soil and Water Resource Management; Soil Science; Water Resource Management.

To qualify candidates must have least two courses completed in Hydrology/Hydrogeology and listed on their resume. [Candidates must list courses on resume to qualify]

Basic computer skills; proficiency in Word and exposure to Excel and Power Point.

Good communication skills and the ability to establish and maintain good working relations with internal and external business partners.

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

Degree in Geology or Hydrology/Hydrogeology.

Demonstrated ability to bring projects to a satisfactory conclusion.

Problem-solving skills for resolving complex technical matters.

Proven written and verbal communication and human relations skills to communicate effectively with diverse audiences.

Experience with groundwater investigation and remediation methods.

An understanding of state and federal environmental laws, rules, and regulations.

Demonstrated ability to work independently with minimal directions.

Possess good technical writing skills.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check. Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
