Job Responsibilities

This position is accountable for supervising the planning and programming of both Federal Aid and Motor Fuel tax (MFT) Projects through coordination and communication with Local Agencies, Metropolitan Planning Organizations, external government agencies and IDOT staff through the application and interpretation of all applicable Federal, State and Local Agency standards and policies. This position acts as a liaison and monitors the Local Agency Bridge Inspection Program.

Federal and Matching Funds $20+ Million annually
Number of Projects 300+ annually
Number of Local Agencies: 300+ (10 Counties, 186 townships, 112 municipalities)
Number of Projects Under Construction: 2-3 major projects and/or 10-20 normal projects

 

This position reports to the Local Roads and Streets Engineer. Reporting to this position is a Federal Aid Projects Unit Leader and a Motor Fuel Tax Projects Unit Leader.

 

The incumbent coordinates programming activities between the Bureau and the local agencies in the 10 counties served by this district and the Central Bureau of Local Roads & Streets (CBLRS). In this capacity, the incumbent is responsible for coordinating the use of federal highway funds that are allocated to the local agency projects. The incumbent is responsible for oversight of the federal projects and ensuring that each project is progressing and attains the programmed letting.

 

Typical problems include ensuring full compliance with policies, standards, and procedures of the department and the Federal Highway Administration (FHWA). The greatest challenge to this position is coordinating the Federal project phases from agreements to planning and programming to final Plans, Specifications, and Estimate (PS&E) approval. This should be done in a timely manner so that each project is available for letting on schedule.

This position is responsible for assisting the local agencies and Metropolitan Planning Organizations (MPOs) in the planning and programming of federally funded projects. The incumbent is responsible for meeting the CBLRS letting schedule for each fiscal year. The incumbent is responsible for assisting the local agencies and MPOs in the preparation and coordination of federally funded projects for the Federal Multi-Year Program. The incumbent is also responsible for ensuring the review of design/project reports by the Federal Aid Projects Unit Leader. The incumbent monitors the flow of plans and related documents and ensures the final review for PS&E approval is coordinated with the Federal Aid Project Unit Leader and CBLRS. The incumbent is responsible for initiating program revisions for approval by the central Bureau of Local Roads and Streets. The incumbent acts as a liaison and will assist local agencies in complying with the requirements of the Local National Bridge Inspection Standards (NBIS) program. The incumbent must be knowledgeable of and work within the guidelines of the department and FHWA policies, procedures, and standards and be able to recommend solutions to unusual or complex problems.

 

The incumbent accomplishes accountabilities through the following subordinates:

 

and who do the detailed review of PS&E and related documents, maintain office records and documentation, check MFT construction and maintenance contracts, material proposals, and process the final papers.

 

The incumbent works with the Field Liaison Engineers to inform and provide uniform guidance to local agencies in the proper utilization of federal aid funds and how to establish and maintain an annual short-range and long-range planning program. The incumbent provides interpretation and guidance on new legislation and new policies and procedures which could affect new funding or use of present funding.

 

Internal contacts include all other district bureaus, as well as district Local Roads and Streets Section staff including the Field Engineers. External contacts are with local government agencies, and their consulting engineers, MPOs, CBLRS, and FHWA personnel. The incumbent will be working with a multitude of local agencies, MPO’s and CBLRS staff to ensure that projects are programed, designed, and constructed in a timely manner. The ability to communicate and engage both the local agencies, the public and IDOT staff in a manner that displays professionalism and pragmatism is essential to being successful in this position. Successful completion of a background check is required. Overtime, travel, and occasional overnight stay is also required.

 

The incumbent’s effectiveness can be measured by timely completion of programmed projects and the proper use of the funds allocated for these projects.

Principal Accountabilities

  • Implements policies and procedures in a manner that will ensure that all programs are carried out in an effective, efficient, and economic manner.
  • Responsible for the oversight for compliance with policies and procedures of project and design reports and PS&E, and recommendation for their approval, coordinating with the Federal Aid Projects Unit Leader.
  • Coordinates projects from beginning to end to ensure that complete, accurate plans and documents are prepared in a timely manner to meet pre-determined schedules and assisting the Federal Aid Projects Unit Leader.
  • Monitors the local agency NBIS Inspection Program.
  • Supervises subordinates to ensure the efficient and timely completion of assignments.
  • Monitors the federal program to ensure that allotted federal funds are utilized. Includes program revisions, in coordination with central Local Roads and Streets Section, as needed to maintain program mark.
  • Reviews and Coordinates grant applications for various state and federal programs.
  • Performs other duties as required or assigned which are reasonably related to the scope of duties described herein.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

Qualifications

Position Requirements

  • Education/Experience:
  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience; or
  • Eight years of engineering experience.
  • Valid driver’s license.
  • Ability to work overtime.
  • Travel with occasional overnight stays
  • Successful completion of a background screening.

 

Position Desirables

  • Four years of supervisory responsibility of which at least three years should be in highway engineering.
  • Thorough knowledge of the principles and practices of civil engineering.
  • Knowledge of the policies and procedures that govern the design of highway projects
  • Ability to analyze and solve highway engineering problems.
  • Self-motivation and leadership skills.
  • Strong oral and written communication skills.
