Job Responsibilities

This position is accountable for overseeing the production, sampling, and testing of Portland Cement Concrete (PCC) and related mixtures used on construction projects within the district.

Producing Plants in Concurrent Operations: 6-12
Construction Value of Mixtures Proportioned: $1 million-$20 million

 

This position reports to the Senior QC/QA Concrete Mixtures Technician. No permanent subordinate personnel report to this position. Indirect supervision of personnel may be required, as needed, by the direct supervisor.

 

The primary responsibility is to ensure that Portland Cement Concrete (PCC) and related mixtures (such as aggregates, cement, finely divided minerals, and liquid admixtures) produced for construction projects within the district comply with state specifications and special provisions through continuous and effective monitoring of the mix production. This involves witnessing the calibration and testing of PCC plants and mobile mix trucks, inspection of PCC and aggregate laboratories, sampling and testing the ingredients to be incorporated into the PCC mixture, conducting air, slump and yield tests during the pouring of the concrete and then testing strength of the final product. Responsibilities may include: review and approval/ disapproval of quality control (QC) plans and addendums; monitoring quality control and quality assurance (QA) sampling, testing and documentation; ensuring the QC and QA lab and testing equipment is maintained to standard during production; acquiring investigative and independent assurance samples; and comparing those results to QC results.

 

Typical problems involve the calibration of producer's plants and the inspection of QC labs to requirements of the standard specifications, ensuring that material incorporated in the mixtures is from a properly inspected source and that these materials are correctly represented in the mix design for the product currently being produced, recognizing situations requiring some corrective action, and making appropriate recommendations for the action to be taken. The greatest challenge to this position is to be diplomatic and yet firm in ensuring that producers make mixtures which comply with the requirements of the standard specifications and contract special provisions.

The incumbent personally assists or performs independently the calibration of PCC plants, mobile mix trucks and inspection of QC PCC & Aggregate laboratories. Proportions mixtures; obtains samples; performs air, slump, yield, gradation, and strength tests as required; writes or reviews daily reports which summarize the results of these tests; ensures the department's lab and equipment is maintained to standard; and helps with special assignments as directed by their supervisor. The incumbent maintains frequent contact with construction personnel so that the incumbent may anticipate pours and schedule work more readily.

 

The incumbent will work within the controls as described by the Standard Specifications for Road and Bridge Construction, the Supplemental Specifications and Recurring Special Provisions, Special Provisions enumerated in Plans and Contracts Documents, The Project Procedures Guide, Manual of Test Procedures for Materials, manuals and policies governing Design and Proportioning of Concrete Mixtures in addition to operating under departmental policies and orders. The incumbent has the authority to enforce State Specifications and to take corrective action based on test results or on field performance of the mixtures. Problems involving out of tolerance mixtures or conflicts with the producer that cannot be resolved by the incumbent are referred to a superior; otherwise, lesser violations.


Contacts within the department are primarily with the district Bureau of Project Implementation concerning mixtures proportioning on state and local agency projects. Outside contacts are with county engineers or their staff, producers, contractors and consultants concerning mixture proportions. Occasional communication is required with adjacent districts to coordinate concrete placement from out of district plant locations. Extensive travel within the district and occasional travel outside the district are requirements of this position. Overtime may also be necessary to fulfill the duties of this position.


The effectiveness of the incumbent is measured by the constant attainment of high-quality PCC mixtures used in the various projects, consistent communication with immediate supervisor and other construction field personnel, and the ability to develop professional working relationships with individuals encountered during their work activities.

Principal Accountabilities

  • Perform the required sampling and testing procedures for PCC mixture produced in the district and verify that all mixtures comply with contract requirements.
  • Ensure that all ingredients used in PCC mixtures are from a properly inspected source and comply with pertinent specifications.
  • Assist and calibrate PCC plants, mobile mix trucks and laboratory inspections assigned.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conductive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Qualifications

Position Requirements

  • Education/Experience:
  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS thirty months of engineering experience; OR
  • Six years of engineering experience
  • Valid driver’s license
  • Extensive travel within the district and occasional statewide travel
  • Outdoor work in a variety of conditions including, but not limited to, production facilities, active construction sites and roads open to traffic
  • Certification in Aggregate Technician (3 day), PCC Level I and PCC Level II with IDOT Quality Management Training Program.
  • Must be able to lift 50 lbs.
  • Ability to work overtime.
  • Successful completion of a background screening.
  • Successful completion of pre-employment physical and pre-employment drug and alcohol screening.

 

Position Desirables

  • Working knowledge of materials testing and laboratory testing equipment.
  • Strong oral and written communication skills.
