Job Responsibilities

This position is accountable for the sampling, testing, and inspection of materials produced within the area of responsibility of the Rockford satellite laboratory.

 

Subordinate personal: 0-2 indirect
Value of Materials Inspected: $40 - $150 Million
Number of Sources Inspected: 20 – 50 Producers

 

This position reports to the Rockford Area Materials Inspector & Laboratory Supervisor. There are no permanent subordinates, but a temporary technical position normally reports to this position during the summer.


The incumbent serves as an assistant to the above-stated supervisor, performing tests on aggregates and other tests of a routine nature in the satellite laboratory. The incumbent also samples and inspects materials produced in Winnebago, Boone, and parts of Stephenson and Ogle Counties in Illinois, as well as inspecting concrete pipe, PVC pipe, and aggregates at plants in Wisconsin. The incumbent's work is supported by the testing capability of the Central Bureau of Materials Laboratory in Springfield for special miscellaneous materials. The incumbent must have completed and passed the 5-day Aggregate Technician Course or be capable of passing the course within 12 months of hire date. The incumbent samples aggregates, concrete pipe, reinforcing steel, precast concrete products, salt, electrical cable, grass seed, and other miscellaneous materials. This requires the incumbent to lift full sample buckets of rock and aggregate that may weigh up to sixty pounds.  The incumbent assists their superior in making reports utilizing the Materials Integrated System for Test Information and Communication (MISTIC) system, and maintains production records, responding to requests for inspection from producers and contractors.

 

The major challenge is in assisting their supervisor in ensuring that all materials produced in the assigned area meet pertinent specifications. Typical problems encountered by the incumbent involve the acceptance or rejection of materials to be used on construction projects. The incumbent must schedule their activities to assure periodic coverage for production sampling of the producers’ output. The incumbent must review test results and compare them with previous records, as well as with pertinent specifications.

The incumbent consults with their superior about rejecting borderline materials but has the authority to reject materials not meeting specification limits. The incumbent operates within departmental policies, Standard Specifications, and American Association of State Highway and Transportation Officials (AASHTO) and American Society for the Testing of Materials (ASTM) specifications. The incumbent has knowledge of testing procedures for tests on materials normally made in the satellite laboratory.  The incumbent travels within the district and occasionally statewide.


Within the department, the incumbent has frequent contact with Project Implementation and Operations. Outside contacts are with representatives of local agencies, consulting engineers, contractors, and material producers.

 

The incumbent’s performance can be determined by the timely inspection of products and by the documentation of those tests.

Principal Accountabilities

  • Ensures that all material shipped to State Highway or Motor Fuel Tax projects meets pertinent specifications.
  • Makes accurate and timely inspection reports for materials shipped to state and MFT projects.
  • Assists their superior in the collecting of material samples, performance of testing, making job site inspection, and other operations they are directed to perform.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Qualificiations

Position Requirements

  • Education/Experience:
  • Two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS 30 months of engineering experience OR
  • Six years of engineering/construction/materials experience
  • Valid driver’s license
  • Extensive travel within the district and occasional statewide travel
  • Outdoor work in a variety of conditions including, but not limited to, quarries, production facilities, active construction sites and roads open to traffic
  • Must obtain Certification in Aggregate Technician 5 day in the IDOT Quality Management Training Program within 12 months of hire date
  • Ability to pass QC/QA classes and other training deemed as necessary by the department
  • Must be able to lift 60 lbs.
  • Ability to work overtime, possibly nights/weekends
  • Successful completion of a background check
  • Successful completion of pre-employment physical and pre-employment drug and alcohol screening
