Job Responsibilities

This position is accountable for supervising the construction of specially assigned highway construction projects within a specified geographical area of the district and/or supervising the construction of two or more moderately difficult projects.

 

Subordinate Personnel: 1-6 Civil Engineers, 4-15 Engineering Technicians
Project Value: $2 - $50 Million
Number of Projects Under Construction: 1 – 2 major projects or 5-20 normal projects


This position reports to a construction field engineer. Reporting to this position may include two to five resident engineers and two to five resident technicians on a project basis.


This position functions in an environment in which the incumbent is responsible for and directs the construction of specially assigned construction projects within a geographical area of the district, and/or supervises the construction of two or more moderately difficult projects while engaging subordinate staff in a motivating, leadership role.  It is of great importance the incumbent deals fairly, professionally, and honestly with the public. The public includes officials from within the district, central office, various local agencies, private sector citizens, and the contractor’s supervisory personnel.  The incumbent is in charge of reviewing the contractor’s work to ensure compliance with the contract plans and specifications. This position is responsible for monitoring construction progress, submittal of pay estimates, recognizing the need for additions, deductions, or alterations to the planned construction; and working cooperatively with the contractor and the public. The incumbent acts as a liaison between the field and the construction office, working through the supervising field engineer.


The type of problem encountered most often by the incumbent is that of conflict with the contractor over interpretation of the plans, specifications, and contract language. Thus, the greatest challenge of the position is to resolve matters of conflict within the constraint of sound engineering judgment, while remaining within the limitations of the contract documents.


The incumbent supervises the construction of one to two major complex projects or five to ten normal projects where it is apparent there will be unusual or exceptional problems of a technical or public relations nature. Examples of such projects are large bridges crossing major waterways, urban or rural highway improvements with unique problems requiring constant and difficult technical decisions, as well as numerous meetings with local officials and the public. This position is unique in that the incumbent must be a able to resolve project related issues involving one or more prime contractors and various sub-contractors.  In performing the functions of this position, the incumbent utilizes two to five civil engineers who, with four to ten engineering technicians, performs the documentations and inspection of all construction work.

The incumbent accomplishes accountabilities through the following staff:

The incumbent is given latitude to manage assigned personnel to best accomplish the responsibility of the assignment. The incumbent is expected to use experience and training to recommend solutions to problems requiring decisions from higher levels. Actions are restricted by district, departmental, and federal policies and by the plans and specifications.


Most common contacts on a daily basis are with the contractor’s supervisory staff, as well as the incumbent's own crews. The incumbent will have less frequent contacts with their supervisor, as well as other bureaus in the district from which requires information and assistance. The incumbent is in contact with individuals from the private sector or from local agencies on an as-needed basis.


Total measurement of success in this position would be a completed, timely, quality project. However, the measure of success on a daily basis is when problems that arise in the field are handled, properly, promptly, and professionally by the incumbent.

Principal Accountabilities

  • Oversees projects under the incumbent's supervision are constructed to plans and specifications.
  • Ensures complete, accurate, and timely documentation of all work to initiate payment to contracts.
  • Trains, motivates, and evaluates subordinates.
  • Responsible for time consideration on projects under the incumbent's supervision.
  • Responsible for equipment utilized by the incumbent and staff.
  • Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Qualifications

Position Requirements

  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience; OR
  • Eight years of engineering experience.
  • Valid Driver’s License
