Job Responsibilities

This position is accountable for developing, managing, and documenting the statewide Traffic Counting and Truck Classification Program. This position is responsible for tracking the purchase of portable and permanent traffic counting equipment, and distribution of traffic data in publications for the Internet. The traffic data provides the department with the information needed for highway project planning, Federal Highway Administration (FHWA) reporting requirements, and safety analysis.

This position reports to the Data Management Unit Chief. Reporting to this position is the Traffic Data Analyst.


This position works in an environment that is responsible to develop policies and procedures for the Illinois Traffic Monitoring Program. This position distributes traffic data by generating electronic versions of the travel publications for the Internet and answering public calls and department webmail about traffic data. This position maintains significant liaison with the FHWA to ensure accurate data reporting and compliance to national standards which results in a large source of federal funds based on the traffic data.


The greatest challenge of this position is to define and satisfy the changing traffic volume and truck classification needs of users throughout the department. The incumbent, while working with staff, solicits cooperation with district staff not under their direct supervision to maintain adherence to safety procedures and traffic count collection policies and procedures. Typical problems are responding quickly and accurately to requests for vehicle miles traveled (VMT) and average daily traffic (ADT) information, setting priorities within the Traffic Counting and Truck Classification Program, ensuring compliance to the FHWA guidelines for traffic reporting, working with traffic count consultants, and providing enough technical support to the districts for the use of Access databases and geographic information systems (GIS) applications.

Job Responsibilities Continued

The incumbent manages the comprehensive Traffic Counting and Truck Classification Program for the state to provide accurate and timely travel data for the department’s needs. The incumbent develops procedures for the collecting, processing, and analyzing of the traffic data, training of central and district office staff in these procedures and coordinating of the GIS activities related to the review of the traffic data. The incumbent advises and directs staff to provide consistent and complete support for the districts regarding procedures, technology, and tools used in the implementation of the Traffic Counting and Truck Classification Program. The incumbent responds to requests for VMT and ADT information. The incumbent coordinates the statewide need for traffic counting equipment and supervises the purchase of the appropriate equipment for the districts to implement the field collection of traffic data. The incumbent prepares all documentation and budgetary information required for the establishment of annual traffic counting contracts and verifies and approves invoices once the contract is in place. The incumbent works with district staff and consultants to administer the field collection of traffic data. The incumbent maintains written documentation of the Traffic Counting and Truck Classification Program in the Illinois Traffic Monitoring Guide as required by the FHWA. The incumbent develops and maintains Microsoft Access databases for the processing and editing of the short-term traffic data and the continuous traffic data from the Continuous Count Station (CCS) locations. The incumbent supervises the generation of the annual traffic publications along with the traffic data required for the Highway Performance Monitoring System (HPMS). The incumbent reviews the traffic data being entered into the Illinois Highway Information System using GIS, Access, and structured query language (SQL) queries to ensure accuracy, timeliness, and completeness of the traffic data. The incumbent works with the Data Management Unit Chief to organize and present topics/discussions at the Traffic Data Collection’s annual March meeting.


The incumbent accomplishes accountabilities through the following staff:


Traffic Data Analyst who is accountable for the review, analysis, and reporting of the traffic data used in the Illinois Department of Transportation’s (IDOT) publications, web-hosting sites, Internet applications, federal submittals, and other external traffic requests.


The incumbent is given general latitude in accomplishing assigned responsibilities. Unique problems are referred to the Data Management Unit Chief with recommendations for resolution. The incumbent is constrained by federal, state, and departmental policies and procedures.


Internal contacts include staff in the Data Management Unit and the Bureaus of Information Processing, Materials, Research, Safety Programs and Engineering, Design and Environment, and Operations. Frequent internal contact is with district planning personnel in coordinating the Traffic Counting and Truck Classification Program as well as resolving data deficiencies. External contacts include the FHWA, university professors, consultants, and the public. Occasional statewide travel with overnight stays is required.

 

The effectiveness of this position is measured by the accuracy and timeliness of the statewide Traffic Counting and Truck Classification Program and the distribution of traffic data to the department users, FHWA, and public.

Principal Accountabilities

1. Manages the comprehensive Traffic Counting and Truck Classification Program for the state to provide accurate and timely travel data for the department’s needs.
2. Advises and directs staff to provide consistent and complete support for the districts regarding procedures, technology, and tools used in the implementation of the Traffic Counting and Truck Classification Program.

4. Coordinates the statewide need for traffic counting equipment and purchases the appropriate equipment for the districts to implement the Traffic Counting and Truck Classification Program.
5. Administers the contracts for the field collection of traffic count data by consultants in various districts.
6. Maintains written documentation of the Traffic Counting and Truck Classification Program in the Illinois Traffic Monitoring Guide as required by the FHWA.
7. Develops and maintains Microsoft Access databases for the processing and editing of the short-term traffic data and the continuous traffic data from the CCS locations.
8. Motivates, organizes, and provides the professional development of staff through training and evaluation to achieve the timely completion of the Traffic Counting and Truck Classification Program’s responsibilities.
9. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
10. Performs other duties as assigned.

Qualifications

 

Position Requirements


• Education/Experience
                o Completion of a bachelor’s degree majoring in general studies, business, marketing, mathematics, statistics, public administration, project management, geographic information systems (GIS),
                   computer information, computer information systems, or computer science, PLUS two years of experience in research; GIS; extracting, analyzing, summarizing data; or a combination thereof; OR
                o Eight years of experience in research; GIS; extracting, analyzing, summarizing data; or a combination thereof
• Valid driver’s license
• Occasional statewide travel with overnight stays
• Successful completion of a background screening

 

Position Desirables
• Above average computer skills in Microsoft Access and Environmental Systems Research Institute (ESRI) ArcGIS
• Ability to develop custom queries and reports against both current and historical tables
• Ability to generate summary information, pivot tables, and charts for reporting of current and historical roadway data
• Familiarity with Microsoft Word, PowerPoint, Outlook, and Excel
• Ability to analyze federal and state data regulations to comply with reporting requirements
• Ability to develop and maintain cooperative relationships with departmental staff and the public
• Strong planning, problem resolution, and organizational skills
• Strong oral and written communication skills
