Job Responsibilities

This position is accountable for the collection and reduction of field data, surveys, and information associated
with roadway evaluation equipment to support the research and pavement management responsibilities of the
Operations Unit.

Test equipment value:                    $1,000,000
Program:                                         250 to 1,000 field test sites

 

This position reports to the Operations Chief. There are no subordinates reporting to this position.


This position works in an environment that conducts non-destructive pavement testing. Test equipment includes
inertial profilers, friction testing equipment, and a falling weight deflectometer. The incumbent will collect surface
and structural data following the American Association of State Highway and Transportation Officials (AASHTO)
and American Society for the Testing of Materials (ASTM) procedures as well as testing methods established by
the Operations Chief. S/he will process this data using Microsoft Office applications, various commercial software
applications, calculators and reduce data to a useable format. Results of tests made with this equipment directly
affect decisions made in the department’s Bureaus of Construction, Design and Environment, Materials,
Operations, and Office of Planning and Programming.


Typical problems involve ensuring the data collected is accurate and appropriate. The greatest challenge for this
position is in planning the efficient use of time and equipment in the performance of testing.

Job Responsibilities Continued

This position is responsible for operating, maintaining, and calibrating structural evaluation equipment. The
incumbent will assist with planning trips to test multiple locations in an efficient and cost-effective manner. S/he
will drive non-destructive testing equipment tow vehicle systems to and from test sites. The incumbent will assist
in preparing equipment for testing or towing. As a member of a test crew, s/he will assist in the operation of
surface and structural evaluation equipment. When involved with special research studies, the incumbent will
install and monitor specialized instrumentation as well as conduct pavement condition surveys. On occasion,
the incumbent will assist the Pavement Technology staff in gathering data on special, short-term research
studies. Under traffic conditions, s/he will personally operate testing equipment. The incumbent will assist in
training new personnel, perform routine equipment maintenance and calibrations, review test data for
completeness and accuracy, and report the progress of field test programs to the Pavement Data Acquisition
Technician.

 

The incumbent has the freedom to act and solve problems under the direction of the Operations Chief. S/he will
collect all field data following established American Society for the Testing Materials (ASTM) and the American
Association of State Highway and Transportation Materials (AASHTO) test procedures, as well as those
established by the Operations Chief.


At the test site, the incumbent has frequent contact with district construction project engineers and maintenance
field engineers to coordinate field testing programs and traffic protection needs. Occasionally, the incumbent
will meet with staff in the central bureaus, Federal Highway Administration (FHWA), University of Illinois
representatives, industry representatives, and consultants to discuss the results and methods of field data
collection. Extensive statewide travel with overnight stay is required for data collection. Limited out-of-state
travel with overnight stay is required to participate in equipment correlation/calibration efforts and to attend
conferences and workshops. Successful completion of a background check is required.


The effectiveness of this position is measured by the timely completion of the field tests assigned, quality and
accuracy of results, and ensuring that down time for equipment repairs is kept to a minimum.

Principal Accountabilities

1. Assists with planning trips to test multiple locations in an efficient and cost-effective manner.
2. Drives non-destructive testing systems to and from test sites. S/he will assist in preparing equipment for
testing.
3. Assists in the operation of the mechanical and electronic equipment used in conducting non-destructive
testing. S/he will assist in calibration and correlation.
4. Performs routine maintenance on the non-destructive testing systems and ensures that the devices are
in proper working condition.
5. Ensures that the field measurements are obtained in accordance with established standards and
measurements are tabulated and summarized in a manner which will facilitate analysis.
6. Performs data reduction of collected field data into a usable format with the aid of various software and
computer equipment.
7. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive
to the fair and equitable treatment of all employees.
8. Performs other duties as assigned.

Qualifications

 

Position Requirements
• Education/Experience
            o Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS thirty months of engineering experience; OR
            o Six years of engineering experience.
• Valid driver’s license.
• Ability to safely drive and maneuver vehicles under traffic conditions, with or without trailers.
• Physically able to lift 30 pounds.
• Successful completion of a background check.
• Extensive statewide and limited out-of-state travel with overnight stay.


Position Desirables
• Working knowledge of reading and interpreting roadway construction plans.
• Working knowledge of Microsoft Word, Excel, and Access.
• Strong written and oral communication skills.
