Job Responsibilities

This position is accountable for directing the field operations to support the roadway research and pavement
management responsibilities of the Bureau of Research.

This position reports to the Operations Chief. There are no subordinates reporting to this position.


The incumbent is responsible for the Illinois Department of Transportation’s (IDOT) nondestructive pavement
testing. The test equipment includes the friction testers used to determine surface friction properties, falling
weight deflectometer used to determine structural properties, and high-speed inertial profilers used to determine
pavement smoothness and construction acceptance. Results of tests made with this equipment directly affect
decisions made in the department’s central bureaus, districts, and Office of Planning and Programming (OPP).
The incumbent should have extensive knowledge of the operating characteristics and calibration procedures of
the pavement testing equipment, detailed procedures associated with non-destructive data collection, and
parameters of roadway performance. This position is unique in that as new pavement testing technologies and
equipment are developed, the incumbent is responsible for learning the operational requirements for this stateof-
the-art equipment and evaluating its potential for in-field use.

Job Responsibilities Continued

A typical problem in this position is responding to special requests without disrupting the schedules necessary
for the efficient collection of routine data. The greatest challenge is checking the operational capabilities and
confirming calibration of testing equipment at the end of a week. These checks need done before the crew
returns to the field the following week.

 

This position is responsible for coordinating with engineering staff in the Pavement Technology Section to
determine the volume and priority of testing required by the department’s roadway pavement management and
research activities. This position also establishes appropriate testing procedures utilizing existing equipment and
prioritizes operations to adequately collect the required roadway characteristics information. The incumbent
schedules test equipment activities; determines field crew assignments; coordinates traffic protection as needed,
and reviews collected data for completeness and accuracy. S/he reports the progress of field test programs to
the Operations Chief. As manpower availability and scheduling dictate, the incumbent may personally operate
or assist in the operation of the field equipment. S/he will instruct field personnel in proper calibration and
operating procedures, develop manuals detailing proper operation of the equipment, and make
recommendations to the Operations Chief as to equipment or operating modifications. These modifications
increase field testing productivity and enhance data accuracy. The incumbent will assist the Data Management
Unit with processing collected field data and maintaining an extensive database of the test results. This is
accomplished utilizing Microsoft Office applications and various commercial software applications with
specialized data processing programs. On occasion, the incumbent may be required to conduct or supervise
short-term research studies. While the incumbent is involved in these studies, s/he may be responsible for
installing and monitoring specialized instrumentation and conducting detailed pavement surveys. The incumbent
periodically reviews field-testing procedures to ensure their compliance with established guidelines and
departmental safety rules.

 

The incumbent has considerable latitude in the scheduling of testing but must be responsive to the needs of the
Bureau of Research, operations personnel, the special time frame requirements of the districts and central
bureaus. The incumbent will plan, coordinate, and supervise all data collection activities by following procedures
and testing methods established by the Operations Chief in accordance with the American Society for the Testing
of Materials (ASTM), American Association of State Highway and Transportation Officials (AASHTO)
specifications, equipment manufacturers, and departmental policies. The incumbent will consult with the
Operations Chief and make recommendations for solutions regarding conflicts and problems.

Job Responsibilities Continued

The incumbent has frequent internal contact with staff in the districts, central bureaus, and the OPP to
determine field-testing program needs. The incumbent has external contact with staff in other state
transportation departments, local governmental agencies, the Federal Highway Administration (FHWA),
representatives of private industry, research institutions, and university representatives to discuss
instrumentation development and new technology. Occasional statewide travel with overnight stay is
required to evaluate data collection efforts, personally operate the test equipment as manpower availability
dictates, develop new methodologies, and conduct short term research studies. Infrequent out-of-state
travel with overnight stay is required to participate in equipment correlation/calibration sessions and to
attend conferences and workshops. Incumbent must be physically able to lift 30 pounds and must
successfully complete a background check.


The effectiveness of this position is measured by the management of field equipment and personnel such that
timely and accurate field results are given to the Bureau of Research and to other bureaus, districts, and offices.

Principal Accountabilities

1. Determines the pavement testing needs, establishes priorities, schedules testing to support the roadway research and pavement management responsibilities of the department.
2. Ensures field measurements are obtained in accordance with established standards, and collected roadway evaluation data are sufficiently accurate to support research and pavement management requirements.
3. Ensures pavement evaluation equipment is calibrated, maintained, and enhanced to support the needs of the Bureau of Research and the Office of Planning and Programming.
4. Operates or assists with the operation of the field test equipment as manpower availability and scheduling dictates.
5. Learns new equipment operating procedures, evaluates in-field potential, develops operating manuals, and instructs field personnel in proper operation.
6. Assists the Data Management Unit with data reduction of collected field data, reporting results to districts and bureaus, and entering results into databases.
7. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
8. Performs other duties as assigned.

Qualifications

 

Position Requirements
• Experience/Education
                   o Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience; OR
                   o Seven years of engineering experience.
• Valid driver’s license.
• Occasional statewide and infrequent out-of-state travel with overnight stay.
• Physically able to lift 30 pounds.
• Successful completion of a background check.
