The San Diego Regional Water Quality Control Board (San Diego Water Board) has an opening for a Water Resource Control Engineer in the Water Sustainability and Protection Unit. The position location is 2375 Northside Drive, San Diego, CA 92108.

Under the close supervision of a Senior Water Resource Control Engineer and consistent with good customer service practices and the goals of the SWRCB Strategic Plan and the San Diego Water Board’s Practical Vision, the incumbent will perform water quality engineering work related to the San Diego Water Board’s Waste Discharge Requirements (WDRs) and National Pollutant Discharge Elimination System (NPDES) programs. Specific job duties and responsibilities are described in the Duty Statement.

The incumbent is expected to apply engineering methods and principles in performing activities related to the identification, research, development, review, and interpretation of permit and regulatory requirements and other documents. The incumbent is expected to be courteous and provide timely responses to internal/external customers, following through on commitments, and to solicit and consider internal/external customer input when completing work assignments. In addition, the incumbent will review and evaluate water quality data, hydrologic data, and other project information with emphasis on the design, construction, maintenance, and operation of waste and wastewater management and monitoring systems; investigate the sources and movement of contaminants in surface and groundwater; ensure consistency with relevant water quality plans and policies, establish hydrological and engineering standards, and applicable laws and regulations; work collaboratively with other staff and the regulated community; prepare written documents for consideration by the San Diego Water Board; represent the San Diego Water Board before other boards, agencies, and groups; and provide presentations before the San Diego Water Board and other organizations concerning Board activities.

 

Duties:

The Water Resource Control Engineer (WRCE) is responsible for performing timely and professional engineering duties including, but not limited to: conducting inspections; reviewing engineering reports, surveys, and monitoring data; preparing waste discharge requirements, water reclamation requirements, master reclamation permits, National Pollutant Discharge Elimination System (NPDES) permits, enforcement actions, Executive Officer Reports, and presentations of information to the Board. The WRCE will work to fulfill the San Diego Water Board’s mission by overseeing facilities that discharge waste to land and surface waters. The WRCE must work independently, communicate effectively, manage multiple tasks, and become proficient in administrative duties including database management. Proficient use of office equipment and the Microsoft Office Suite is required.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
