Information Technology Specialist II (Specialized Systems Development)

We're seeking an Information Technology Specialist II (ITS II) to serve as the lead Project Manager/Business Analyst. They will be responsible for overseeing multiple IT projects from start to finish. In this role, the ITS II will plan, organize, and manage all aspects of projects (including people, resources, and schedules) independently, following the guidelines of the California Project Management Framework (CA-PMF) to deliver an IT solution.

Candidates must submit a Statement of Qualifications (SOQ). The SOQ is a narrative discussion and serves as documentation of each candidate’s ability to present information clearly and concisely in writing. The SOQ must include a response to each item and should be typed in 12-point font and be no more than two pages in length. Write your response carefully. Initial evaluation of each applicant will be based on the content of the response and written communication skills demonstrated on their submitted SOQ.

1. Describe your most significant IT project. What was your role? What tasks and activities did you perform? What challenges did it present and how did you overcome them? What was the project outcome?

2. Describe your experience leading project teams including but not limited to project managers, business analysts, developers, and testers. How did you plan, organize, and manage the work of the team? How did you ensure the completed work of the team members was of high quality?

3. Describe your experience managing multiple projects simultaneously including initiating, planning, organizing, coordinating, and leading project activities. How did you successfully monitor and track the projects to ensure all deliverables were completed within scope, budget, and schedule?

4. Describe your experience with agile development methodologies and how you’ve applied agile principles in leading IT projects.5. Describe how your education, training, experience, knowledge, skills, and abilities correlate to the identified desirable qualifications and qualify you for this position.
