Job Responsibilities

This position is accountable for developing policies, procedures, and specifications to promote the implementation of state-of-the-art traffic signal system optimization technology, training, and serving as a resource for both department and local agency personnel in the design and operations of optimized traffic signal systems. This position is responsible for developing and directing the statewide Traffic Signal Coordination and Timing (SCAT) Program, and for developing and implementing new traffic signal technologies. This position is also responsible for the design, operation, and coordination of interconnected traffic/railroad signal systems throughout Illinois.

 

Number of traffic signals: 6,200 (state) / 4,000 (local)
Annual traffic signal contract costs: $20 million
Annual traffic signal and electrical maintenance contract costs: $10 million
Annual cost to work covered by agreements: $14 million
Annual SCAT Program: $500,000 - $1 Million

 

This position reports to the Project Implementation Unit Chief. Reporting to this position is the Traffic Signal Systems Engineer.

 

This position operates in an environment that is responsible for the implementation of rapidly changing state-of-the-art developments in computerized traffic systems technology. The incumbent will evaluate research findings and equipment advances and develop policies, procedures, and standards that will enable regions and local agencies to work toward achievement of signal optimization. The incumbent will process agreements involving traffic signals, commercial access facilities, and master agreements for maintenance of all traffic signals on state highways and provide for development of special traffic purchase contracts.


Typical problems encountered by the incumbent involve seeking out and implementing the best signal optimization practices, equipment, and programs from research documents and participation in original research with the Federal Highway Administration (FHWA), manufacturers, consultants, regions, and local agencies’ personnel. A related problem is to ensure that the efforts and funds expended to install state-of-the-art equipment and signal optimization programs are not lost due to the lack of maintenance ability or training of region and local agency personnel. The greatest challenges to this position include keeping abreast of and analyzing state-of-the-art equipment, developing traffic signal progression strategies, determining applicability to traffic signals on state and local highways throughout Illinois, and developing traffic signal policies and procedures. Other significant problems include implementing specifications and programs that will ensure that traffic signals are operationally and energy efficient to the greatest extent practical, providing training, and serving as a resource to state and local agency personnel for traffic systems technologies.

This position is responsible for directing, managing, and motivating subordinate personnel to achieve the goals and objectives of the Project Implementation Unit. The incumbent will set priorities for the accomplishment of the work so that it is completed as efficiently as possible and without delaying construction lettings. The incumbent will research and develop policies, standards, and specifications for the implementation of energy and operationally efficient traffic signal components and technologies. The incumbent will formulate consultant contracts, review, and approve coordinated traffic signal system plans prepared by the regions, local governmental agencies, and consultants to ensure the operational goals of the annual SCAT Program are met. The incumbent will help obtain computerized arterial traffic signal progression and network simulation software and make it available and assist the regions in their use. The incumbent will arrange and conduct traffic signal system technology training. The incumbent will assist in evaluating railroad preemption equipment in traffic signals and ensuring safety and Illinois Commerce Commission (ICC) approval at the +200 interconnected crossings within the state. The incumbent will periodically serve on various department committees. The incumbent will direct the processing of traffic signal and joint and master agreements.


The incumbent accomplishes accountabilities through the following staff:

The incumbent has the freedom in pursuing new traffic signal technology and determining its applicability for use in Illinois. The incumbent has the authority to resolve daily operational problems involving signal system design, timing strategies, and operations. The incumbent should exercise sound engineering judgment and make independent decisions based on rapidly changing signal technology. Problems that affect the Bureau of Operations policy are handled through the Project Implementation Unit Chief.


Internal contacts are with staff in each region and several central bureaus regarding signal systems policy, design, and operations. External contacts include personnel from the FHWA, ICC, other state agencies, local governments, other state highways agencies, research organizations, and traffic signal equipment manufacturers. Occasional statewide travel and infrequent out of state travel with overnight stays is required. Successful completion of a background check is required.


The effectiveness of this position is measured by the efficiency and safety of statewide traffic signals, particularly within systems, and their effect on the motoring public and environment.

Principal Accountabilities

  • Assists in evaluating railroad preemption equipment in traffic signals and ensuring safety and ICC approval of the +200 interconnected crossings within the state.
  • Trains department and local agency personnel on timing and operations of interconnected systems.
  • Provides liaison capabilities with management, region personnel, consultants and contractors, and local agency personnel.
  • Participates in research and testing as it relates to traffic signal and interconnected systems.
  • Serves on various department committees.
  • Directs the processing of traffic signal and joint and master agreements.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

Qualifications

Position Requirements

  • Education/Experience
  • Current registration as a Licensed Professional Engineer in the state of Illinois PLUS
  • Five years of experience in civil engineering.
  • Valid driver’s license.
  • Occasional statewide travel and infrequent out of state travel with overnight stay.
  • Successful completion of a background screening.

 

Position Desirables

  • Comprehensive knowledge of the principles of civil engineering with specialized knowledge of traffic signals and the Manual on Uniform Traffic Control Devices.
  • Experience in supervising both personnel and engineering projects.
