Freight Regulatory Engineer

If so, the Marine Assessment Section (MAS) with California Air Resources Board (CARB’s) Transportation and Toxics Division (TTD) is seeking an enthusiastic and team-oriented Air Resources Engineer (ARE) to serve in a critical role in the development and implementation of new regulations designed to move California’s freight system forward towards achieving zero/near-zero emissions to lessen community-level pollution-related health impacts to overburdened and vulnerable populations. The selected ARE will be responsible for a wide variety of exciting and challenging projects including the development of new regulations to reduce emissions from freight and marine-related sources, specifically ocean- going vessels; coordinating the development of a robust emissions inventory, health risk evaluations, and other regulatory analyses to be used in support of a new rulemaking efforts; evaluating potential best control technologies for use on ocean-going vessels; assisting with implementation of other existing freight regulations; coordinating and communicating with industry stakeholders and community members.

The ARE will serve as a technical lead in support of new regulations designed to achieve critical emissions reductions from ocean-going vessels that are transiting, anchoring, and maneuvering in California waters. The ideal candidate for this position will have expertise in: emissions inventories, health risk assessments, other regulatory analyses, and prepare regulatory documents; interdivisional coordination; regulatory development; stakeholder engagement; pollution controls for freight and marine sources, specifically ocean-going vessels; alternative fuels and necessary infrastructure.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

 

The positions at CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Travel may be required for site visits, meetings with community groups, other regulatory agencies, stakeholders, and conferences.
