Inspector Environmental II

The current position is a full-time, non-exempt vacancy part of the Stormwater Regulatory team located in the Surface Water & Sewer Division of the Public Works Department. The roles of this position include providing enforcement of environmental ordinances of the City of Minneapolis, and applicable State and Federal regulations.

The Inspector Environmental II will perform stormwater practices (BMPs) inspections at private and public sites.

Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Working Conditions: This position consists of performing work in the field and in an office setting. Work hours are scheduled during normal business hours, but schedule flexibility is occasionally required due to field requirements and occasional work meetings.

Job Duties and Responsibilities:

• Inspect stormwater management practices, including green stormwater infrastructure practices like bioretention areas. Inspections are conducted during and after commercial, industrial, and municipal construction.
•Maintain accurate and up-to-date electronic records and database management, including documentation of compliance and non-compliance of inspections.
• Perform a multitude of steps involved in using various software such as Smartsheet, enQuesta, ELMS, Field Maps, shared databases, ProjectWise, Project Dox, and ESRI ArcMap for stormwater operations.
• Support the Stormwater Program Manager in continuously improving and enhancing the stormwater program including procedures and operations.
• Review storm water facility operation and maintenance plans, site plans, utility plans, and ensure compliance through post-construction and routine stormwater inspections.
• Conduct field investigations to resolve environmental problems that include storm water, vegetation, water quality, and water resources management.  
• Use GIS to create maps, review sites, and utilize Field Maps for inspections.
• Willingness to cross train in other aspects of the team, to including performing account reviews for storm water utility compliance, assisting with green infrastructure projects, helping with education and outreach events including Adopt-a-Drain.
• Support the work of consultants, contractors, and other City projects such as vegetation management plans, storm water management facility plans and specifications, and construction documents relating to the design, installation, maintenance, and function of storm water management facilities to ensure compliance with city ordinance and guidance.
• Assist with managing the stormwater stenciling program, answering email requests, delegating work, and working with volunteers.
• Develop strategic and comprehensive plans, and coordinate implementation of plans, policies and documents, and represent the City in such matters.
• Represent the Public Works Department in public meetings, public relations, media relations, and in communications with elected officials, and other stakeholders.

 

 Required Qualifications:

Minimum Qualifications: 
Bachelor's Degree in Environmental Studies, Engineering, Natural, Earth, Physical, Life, or Medical Science or related field.

Minimum Experience: 
Two years of experience in environmental protection and management, which have included progressively responsible enforcement of environmental regulations OR one year of experience and a Master's degree in Environmental Studies; Engineering; Natural, Earth, Physical, Life, or Medical Science or a related field.

Licenses/Certifications:
Valid Drivers License

Equivalency

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

 

Knowledge, Skills and Abilities:

• Successful completion of formal and on-the-job training in techniques and procedures essential to conducting various environmental health and safety inspections, investigations and enforcement activities.
• Experience in code enforcement with preference for experience in environmental or health code enforcement desirable.
• Ability to learn how to examine site and operational plans, perform visual and physical site inspections, and input information into appropriate databases and physical or electronic files.
• Willingness to learn and interpret applicable codes, ordinances, and regulations relevant to the position.
• Ability to work effectively with a wide range of people from diverse backgrounds; good interpersonal oral and written communications skills.
• Working knowledge of computers, software and applications; GIS information system knowledge preferred.
• Ability to learn to interpret applicable codes, ordinances and regulations relevant to the specific work area.
• Knowledge of regulatory administration and enforcement desirable.
• Knowledge of or ability to learn City, State and Federal Laws relating to the environment.
• Good organizational, time management and analytical skills.
• Ability to interpret blue prints and specifications.
• Ability to be objective and effectively handle difficult situations.

Desired skills and skills you are expected to develop:
• Ability and willingness to learn GPS equipment, advance Geographic Information Systems (GIS) software and other relevant platforms and software requirements of the position including ELMS, Field Maps, Survey 123.
• Capacity to lead, delegate tasks effectively, and solicit assistance when needed.
