The Central Valley Regional Water Quality Control Board has an opening for a Senior Water Resource Control Engineer (WRCE) to supervise the Confined Animals Facility Unit.

California ranks first in the nation for dairy production with approximately 1,300 dairy farms representing 40% of the state’s agricultural output. More than 1,100 of those dairies are in the Central Valley, along with more than 500 other confined animal facilities. The Senior WRCE leads a multi-discipline technical team responsible for permit application reviews, conducting inspections, reviews of discharge reports, response to public inquiries, and recommendations to the Board.

The position is located at 1685 E. Street, Fresno, CA 93706.

Duties:

The Senior Water Resource Control Engineer (Supervisory) (WRCE [Sup.]) will supervise the Central Valley Water Board’s Confined Animal Facilities (CAF) Unit in the Region’s Fresno Office. The CAF Unit in the Fresno Office consists of a multi-discipline technical team (e.g., WRCEs, Engineering Geologists, Environmental Scientists and/or Scientific Aids). Some of the tasks assigned to the CAF Unit include: reviewing applications (i.e., Reports of Waste Discharge) for waste discharge requirements permits; conducting and documenting CAF site inspections; reviewing various technical reports consisting of but not limited to annual reports for the CAF operation and lined pond workplans, post construction reports, and fill reports; preparing and reviewing California Environmental Quality Act (CEQA) documents; responding to public inquires; and presenting at board meetings. The Senior WRCE (Sup.) will be responsible for ensuring the Unit’s assignments are completed effectively, accurately, and timely and in accordance with the quality standards of the Central Valley Water Board.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
