  • Salary Range: $105,060- $160,220 USD annually (Determined by function, education, experience, and qualifications of the applicant.).

Project Overview

Bechtel is among the most respected engineering, project management, and construction companies in the world. Bechtel operates through four global business units that specialize in infrastructure; mining and metals; nuclear, security and environmental; manufacturing and technology; and energy. Today, our colleagues’ team with customers, partners, and suppliers on diverse projects in nearly 40 countries. Bechtel is seeking a Senior Planner to join the Riverside, California team. This team oversees the planning, environmental clearance, design, and construction of projects on the state highway system, under California Department of Transportation (Caltrans) oversight and following Caltrans’ standards and procedures, and on commuter and freight rail lines, under Federal Transit Administration (FTA), Southern California Regional Rail Authority (SCRRA), Burlington Northern Santa Fe Railroad (BNSF), and/or Union Pacific Railroad (UP) oversight and following their standards. In this position you will have an opportunity to work alongside a dynamic team of industry professionals across the globe to support the project team. The position will report to Bechtel’s Project Controls Manager.

 

Position Summary

The Senior Planner supervises schedule development, maintenance, monitoring, and recovery plan development activities. Manages integration of subcontractor schedules into overall baseline schedule. Engages with all disciplines and departments to ensure total project integration into the baseline. Supports project organizational and administrative activities. Establishes milestones for the total project and supervises schedule resource loading and leveling. Supports development of scheduling standards and procedures. Demonstrated skill in identifying, analyzing, and providing innovative solutions to planning and scheduling problems.

 

Responsibilities

  • Prepares project control plans and detailed staffing utilization plans for discipline or specialty activities.
  • Assists in preparing schedule data for proposals or contract negotiations.
  • Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.
  • Performs personnel performance reviews when delegated. Interviews candidates and makes recommendations for employment decisions.
  • Ascertains that the correct scope of work is reflected on all schedules.
  • Integrates inter discipline schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the performing organizations and units to coordinate work sequences with the total project plan.
  • Establishes and implements methods for determining activity durations within assigned disciplines or specialties. 
  • Develops quantity release or installation curves for assigned disciplines or specialties. Reviews and evaluates quantity records to ensure total quantities are represented for a discipline or specialty. Develops required job hour expenditure for assigned disciplines or specialties. Assists in determining leveling decisions. Performs quantity, manpower, and cost resource loading for assigned schedules. Performs invoice preparation for payments based on cost loaded schedules as required. Performs performance monitoring and control functions.
  • Reviews schedule data and identifies and acquires the information needed to complete work logics to interface between assigned disciplines or specialties. Assists in developing specific project codes of accounts and work breakdown structures and recommends appropriate modifications and revisions.
  • Determines critical-path activities for assigned discipline or specialties, and identifies significant activities supporting inter-discipline requirements. Identifies critical path for discipline or specialty work activities.
  • Monitors schedule deviation for assigned disciplines or specialties including subcontractor submittals and recommends corrective action/workaround solutions for project considerations.
  • Develops and writes the schedule commentary that appears in the monthly progress and similar reports.

 

Qualifications and Skills

Basic Qualifications

  • Bachelor’s Degree in Engineering, Construction Management or related field with nine years of project controls or cost related work experience. In lieu of Bachelor’s degree, 15 years of project controls or cost control experience.

 

Minimum Qualifications

  • Proficiency with PC operating systems, with proficiency in several basic software applications.  Advanced knowledge of excel to produce well designed graphs, charts, and reports to communicate with key stakeholders.
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • Candidate should possess excellent organizational and interpersonal skills with an ability to work closely with peers, external customers, and client counterparts.
