Intelligent Transportation Systems Engineer

Summary Objective

Oversees the Intelligent Transportation engineering function of design, construction, implementation, and testing of integrated systems for traffic controls. Reviews and monitors Intelligent Transportation engineering plans, specifications, vendors, and contracts. Provides technical leadership and recommends solutions to Intelligent Transportation engineering problems.

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Monitors projects, provides implementation status reports for progress, and ensures conformance to design specifications and safety standards
  • Confers with contractors and vendors to direct construction, operations, and implementation activities at a project site or internally
  • Calculates estimates of quantities and cost of materials, equipment, and labor to determine project and initiative feasibility
  • Provides technical assistance and instruction concerning design, construction, and implementation of ITS related projects and Advanced Traffic Management Systems (ATMS)
  • Conducts studies of traffic patterns or environmental conditions to identify engineering problems and assess the potential impact of projects
  • Communicates with individuals in person or writing, and utilizes communication media with citizens, contractors, Metro Council, KYTC, FHWA, KIPDA, Regional Utilities and other stakeholders
  • Designs, researches, plans, coordinates, implements, and supports the traffic network architecture
  • Plans technical strategy for the secure growth and change for enterprise network, including capacity, availability, continuity, and disaster recovery planning, testing, and documentation
  • Supports network management, design monitoring and alerting, problem mitigation, and technical guidance for teams for maintenance and network troubleshooting
  • Conducts peer reviews for Network Changes
  • Develops plans, specifications, and estimates for transit, arterials, and ITS systems, including fiber optic and wireless communications systems, power distribution systems, CCTV, DMS, vehicle detection systems, HAR, RWIS, traffic signal interconnect, transit signal priority, lighting control systems, and other ITS technologies and sub-systems
  • Develops Systems Engineering Analyses, ITS Architectures, Concept of Operations, ITS and TSM&O Master Plans, TMC Standard Operational Procedures and Performance Measures Guidelines, ITS design plans, ITS equipment specifications, along with subsequent testing, operations, and maintenance activities
  • Plans, manages, directs, and monitors all aspects of large multi-disciplinary ITS projects
  • Leads technical delivery of engineering services in alignment with client expectations and Louisville Metro DPW&A quality procedures


 

 

Minimum Requirements

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in IT, Engineering, or related discipline.
  • Four (4) years experience planning, traffic engineering services, ITS systems, design, integration, deployment, operations and maintenance, communications, overall project management or an equivalent combination of education, training, and experience.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking, sitting, or standing for prolonged periods of time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations; general manual dexterity required; light and moderate lifting and carrying; must be able to operate assigned vehicle.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work around heavy equipment/construction equipment, moving vehicles; exposure to dust, exhaust fumes, depending on assignment.

SPECIAL CERTIFICATIONS AND LICENSES

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
