Summary:
Under general supervision of the Construction Services Manager, the main functions of the Construction Engineer will include project administration, planning, scheduling, and reporting of sanitation facility construction in rural Alaska.
 
Responsibilities:
Assist in interpretation of drawings and specifications for field crews and craft supervision. Perform quantity calculations by taking measurements and determining percentage of completed/installed materials and work Assist in the preparation of work plans and work packages. Assist compilation of as-built data and maintaining project files. Participates in jobsite safety reviews, toolbox meetings, mass safety meetings, and safety training in support of the ANTHC Safety program. Plan and track material deliveries. Performs material takeoffs from drawings, specifications and other contract documents. Performs basic engineering calculations and technical drafting to support field operations. Assists Construction Managers and purchasing staff with gathering and preparing data for submittal or transmittal to, vendors, subcontractors, and internal use. Initiates purchase orders and subcontracts, performing minor solicitations and purchasing as requested. Compile and submit required submittal packages with shop drawings for approval followed by completion and update of the submittal register. Performs schedule maintenance and updates as directed. Assists in the maintenance of basic project recordkeeping and correspondence functions including daily reports, photographs, and memorandums. Works to build a cooperative partnership between all stakeholders to ensure timely resolution of project issues and the overall success of the project Prepares Design Clarification/Verification Requests (DCVRs) and Change Orders. Enters data into the job cost system and reviews cost reports with construction management Supports the Construction Manager and Superintendent in daily coordination of subcontractors and suppliers

Ability to read, analyze, interpret and identify discrepancies on engineering plans, specifications, and contract documents
Knowledge of principles and practices of construction.
Knowledge of applicable environmental health statutes, rules, regulations, ordinances, codes Administrative orders and other operational guidelines and directives.
Knowledge of the principles and practices of engineering.
Knowledge of AutoCAD
Knowledge of water and wastewater systems and water treatment processes and arctic Engineering.
Knowledge of rural Alaska logistics, conditions, and construction materials.

Knowledge of sanitation (water, sewer and solid waste) facilities design and construction techniques.
Skilled in planning, organizing, and project controls methods for managing construction projects.
Skilled in communicating effectively with construction staff, engineers, field employees, and community members and state/federal agencies.
Skilled in preparing material take-offs for the purpose of material ordering
Skill in assessing and prioritizing multiple tasks, projects and demands.
Skill in effectively working with teams.
Skill in reading and evaluating technical drawings and schematics.
Skill in operating a personal computer and utilizing a variety of software and design applications.
Skill in oral and written communications.
 
Construction Engineer III - IV
Knowledge of principles of engineering and construction, including design of health and sanitation facilities in Arctic and/or northern climates.
Knowledge of the principles and practices of project management.
Skill in effectively working with teams managing and leading staff, and delegating tasks and authority.
Skill in evaluating the work of contractors and consultant
 
MINIMUM EDUCATION QUALIFICATION
All
Levels A Bachelor's degree in Construction engineering/management or Civil/Environmental engineering or related field is preferred. Progressively responsible related work experience, education, or training may be substituted on a year-for-year basis for college education
 
MINIMUM EXPERIENCE QUALIFICATION
Construction Engineer I Non-Supervisory – Entry level, no experience is required.
Construction Engineer II Non-supervisory - Two (2) years of construction field or administration experience or similar. A combination of relevant education and/or training may be substituted for experience.
Construction Engineer III Non-supervisory - Five (5) years of construction field or administration experience or similar. Two (2) years of Alaska or cold region engineering experience. A combination of relevant education and/or training may be substituted for experience.
Construction Engineer IV Non-supervisory - Eight (8) years of construction field or administration experience or similar. Two (2) years of Alaska or cold region engineering experience preferred. A combination of relevant education and/or training may be substituted for experience.
