Quality / Manufacturing Engineer

Overview

Bechtel Plant Machinery, Inc. (BPMI) is seeking a Quality / Manufacturing Engineer for its Program Field Office (PFO) at BWXT NOG in Barberton, Ohio and Mt. Vernon, Indiana.

Bechtel Plant Machinery, Inc. (BPMI) is a project engineering organization supporting the Naval Nuclear Propulsion Program. BPMI provides design, manufacturing, and supply chain management of the fabrication, testing, delivery, installation, and field support of nuclear power plant components installed in submarines and aircraft carriers. In addition, BPMI provides upgraded replacement components in support of refueling and overhaul activities, and aids in the ultimate storage and disposition of spent naval fuel. BPMI also delivers information technology and operational solutions to the Nuclear Navy, enabling them to fulfill their critical mission.

The PFO is an integral part of the Naval Nuclear Propulsion Program's strategy to ensure that reactor plant components are built and delivered as intended. Resident engineers in this office use their unique vantage point to provide daily quality and manufacturing oversight of reactor plant components fabricated by BWXT. They foster an effective working environment among the other PFO residents, BWXT NOG, and BPMI to ensure products are of high quality (compliant and with minimized defects) and affordable, all while being delivered on time to support end user needs. The resident position is a unique and challenging assignment where you will obtain and apply detailed knowledge of fabrication processes (machining, welding, inspection, nondestructive testing, stress relief, assembly, etc.), manufacturing technologies (such as automated welding, robotics, advanced nondestructive testing, laser tracker, and CNC controls/programming), and key manufacturing parameters (such as throughput, efficiency, planning, and scheduling).
In some instances, resident engineers may focus on quality oversight and some may focus manufacturing oversight (or a combination of both) as assigned by the office manager.

Roles and Responsibilities

Specific responsibilities for quality-focused residents include, but are not limited to:
  1. Quality and compliance oversight responsibilities for component(s) assigned
  2. Review contract specifications for proper application of requirements
  3. Team with Defense Contract Management Agency to accomplish facility-wide oversight
  4. Develop and maintain component-specific surveillance plans
  5. Auditing, over-inspection, and cause and corrective action reviews
  6. Support BPMI engineering activities such as input to vendor technical submittals, risk mitigation initiatives, process improvements, and problem resolution
  7. Document and communicate key oversight activities with stakeholders
Specific responsibilities for manufacturing-focused residents include, but are not limited to:
  1. Measure manufacturing progress against contract milestones and schedules, assess reasons for delays, and work with the supplier and BPMI personnel to recover the established schedule
  2. Provide manufacturing support to help resolve supplier issues 
  3. Assess production control processes, shop resources, critical operations capabilities
  4. Team with supplier to perform assessments at critical subtiers to identify issues, monitor progress, and assess capability 
  5. Readiness reviews with the supplier
  6. Independent assessment of vendor performance metrics
  7. Identify cost and span reduction opportunities 
  8. Document and communicate key oversight activities with stakeholders 
Periodic (~5-10%) travel to BPMI, other BWXT sites, and BWXT subtier suppliers is expected. Since the BWXT production facilities typically operate on a 24/7 schedule, the PFO resident position offers some work schedule flexibility. Work conditions can include working in confined spaces, areas that are not temperature controlled, elevated platforms and lifts, etc. Personal safety emphasis in a shop environment is a must. 

Qualifications

  • B.S. or M.S. degree in Mechanical Engineering, Manufacturing Engineering, Industrial Engineering, or closely related engineering discipline (such as: Materials Science) from an accredited college or university
  • Minimum GPA of 3.0 is preferred for newer college graduates
  • Ability to work in confined spaces, non-temperature controlled environments, and on elevated platforms/lifts
  • Strong verbal and written communications
  • Effective teaming skills
  • Auditing abilities 
  • Must be a U.S. citizen due to government security clearance requirements. In order to work at BPMI, applicants must complete a Federal background investigation and be granted a security clearance
