The Energy Efficiency and Renewable Energy (EERE) Science and Technology Policy (STP) Program serves as a next step in the educational and professional development of scientists and engineers by providing opportunities to participate in policy-related projects at DOE's Office of Energy Efficiency and Renewable Energy in Washington, D.C. and Golden, Colorado. Participants will become part of a group of highly trained scientists and engineers with the education, background, and experience to be part of the workforce that supports the DOE's mission in the future.

The participant will engage and interact closely with Building Technologies Office (BTO) staff and National laboratory scientists on research and development of technology for building systems integration and optimization to produce significant energy savings in the commercial real estate market. During their appointment, participants undergo a full immersion experience in Commercial Building Initiative's (CBI) technical projects and activities, interacting with experts in academia, industry and at the national labs. Participants may also engage with other programs at the Department of Energy and across the Federal government.

Three levels of participation: Level 3, Level 2 and Level 1, provide opportunities to a range of experience levels from recent graduates to experienced scientists and engineers to participate in the program. All participants will be provided the opportunity to participate in policy-related projects and be mentored by senior EERE staff.


What Will I Be Doing?


You will become part of a group of highly trained scientists and engineers with the education, background, and experience to be part of the workforce that supports the DOE's mission in the future. You will enhance your education and training in many areas including but not limited to energy efficiency and technology RD&D, commercial building efficiency, especially whole building strategies, analytics-based building energy management, voluntary energy efficiency policies, building energy data, management, analytics platforms including energy modeling software/tools, and energy policy, increase your marketability in these disciplines, collaborate with top scientists and engineers, and gain insight into career opportunities through your experiences and under the leadership of your mentor.

The learning and professional development opportunities include:
  • Stakeholder Engagement. Engage with DOE staff to build and maintain relationships with strategic partners working on emerging tech, technology for building systems integration, and energy efficiency programs.
  • Technical Expertise. Engage with DOE staff to provide feedback and/or recommendations on strategic progress or course correction for a variety of technical projects relating commercial building energy efficiency products/technologies and solutions.
  • Creative Vision. Engage in strategic planning for technology research and development, reviewing, recommending, and implementing projects that advance the BTO and CBI mission, resulting in measurable, and trackable building energy savings.
  • Communication. Engage with DOE staff to prepare and present written and oral briefings and reports to senior program staff, DOE leadership, external partners, and industry stakeholders.


Participant Benefits


Selected candidates will receive a stipend as support for their living and other expenses during this appointment. Stipend rates are determined by DOE officials and are based on the candidate’s academic and professional background. The stipend amount for Level 3 will be based on the rate for participants plus a factor for years of experience after the receipt of the graduate degree. Candidates will also be eligible to receive a health insurance allowance for individual, plus one, and family plans, reimbursement for relocation, and up to $10,000 for research material and travel expenses. Appointments are for one year. Appointments may be extended in increments of up to one year, contingent upon project needs and funding availability.



Nature of the Appointment


Participants will not enter into an employee/employer relationship with ORISE, ORAU, the DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.

Qualifications


Applicants must have superior academic performance and publication record, strong analytical, research and communication (oral and written) skills and demonstrated capacity for creative thinking, a strong technical background and experience in an energy-technology-related field and be interested in being part of a multi-disciplinary, fast-paced environment, focused on energy technology research and development. Experience and knowledge in technology commercialization is desirable, but not required.
Level 3: Doctorate or Master's degree for more than 3 years in an energy-relevant field of science, engineering or other highly quantitative field such as economics. If more than five years since receipt of graduate degree, applicant must have at least three years of post-degree experience in a technical or research position in a field related to energy innovation.
Level 2: Ph.D. or master's degree for no more than 3 years in an energy-relevant field of science, engineering or other highly quantitative field such as economics.
Level 1: Bachelor's degree for less than five years in an energy-relevant field of science, engineering or other highly quantitative field such as economics.
