Site Manager – Environmental Engineer

Keeping Washington Clean and Evergreen

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Site Manager – Environmental Engineer (Environmental Engineer 3) position. This position is located in our Northwest Regional Office (NWRO) Located in Shoreline, WA.   

As we clean up contaminated sites using a powerful state regulation, in this role you will advocate for the best solution for the environment and the community. Your effort may help combat gentrification and displacement that often follow cleanup activities.  Community participation is an integral part of Ecology’s responsibilities under the Model Toxics Control Act. As part of a team, you will be part of making key decisions on large and complex cleanup of land near water bodies and the associated sediments. In your role you will review and evaluate the cleanup of contaminated site as a site engineer or provide technical support to other site cleanup teams. The work is science-based, fair, and community oriented toward environmental justice. Enhance your skills through team building, continuing education, mentoring and ability to contribute to policy development.

The mission of the Toxics Cleanup Program is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations. This position directly supports TCP’s strategic goal to clean up sites.

Please Note: The salary posted above does not include the additional 5% premium pay that this position will receive due to this position's location in King County.

Duties


What makes this role unique? 
This work is rewarding and entails building sustainable and collaborative relationships with industry and other public partners such as federal, state and local government agencies, ports, tribes, and environmental and citizen groups. In this role, you will have opportunity to negotiate and oversee administrative orders and consent decrees and keep the community informed and engaged.

What you'll do: 

  • Manage the investigation and cleanup of contaminated sites for compliance and completeness with laws and regulations including performing field visits and verification sampling performed by potentially liable persons.
  • Review and provide technical comments on Remedial Investigations, Feasibility Studies, Cleanup Action Plans, Health and Safety Plans, Engineering Designs, post cleanup as-built documents, compliance monitoring and Quality Assurance/Quality Control documents. 
  • Apply environmental and construction management engineering processes expertise to the evaluation of cleanup plans, data, and results.
  • Provide basic project management, reviewing and approving work plans, status reports, schedules, budgets, contractors, grants, public outreach, and legal documents.
  • Negotiate, issue and enforce administrative orders and inter-agency agreements.



Qualifications

Required Qualifications:

Option 1: 
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field 
AND 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND three years of experience in environmental engineering.

Option 2:
A Master's degree with major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field 
AND 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND two years of experience in environmental engineering.

Option 3:
A Ph.D. degree with major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field 
AND 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND one year of experience in environmental engineering.

NOTE: Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.

Special Requirements/Conditions of Employment: 
  • Must possess and maintain a valid driver's license
  • Must complete 40-hour hazardous materials training and 8-hour annual HAZWOPER training within six months of appointment.
  • Registration as licensed professional engineer in the state of Washington.

Desired Qualifications:

  • Experienced in the Model Toxics Control Act (MTCA), Remedial Investigation/Feasibility Study, and clean up actions.
  • Research and Analytical Skills/Abilities: Ability to research, evaluate, and draw conclusions from data; support recommendations with facts and analysis; interpret and apply rules, laws, policies, and procedures.
  • Computer Skills: Ability to create, edit, modify, save, and delete documents, spreadsheets, and presentations in MS Word, Excel, and Power Point; includes locating and modifying existing boilerplates for use at specific sites.
