Construction Manager, Moody AFB, GA

We are looking to place a Construction Manager on site at Moody AFB, Georgia.
Responsibilities: 
  • Support requirements programming for a variety of programs including Operations and Maintenance (O&M), Military Construction (MILCON), Non-Appropriated Fund (NAF), and Military Family Housing (MFH).
  • Plan, budget, and execute required projects in support of assigned programs/projects, to include airfields; roadways; site/area development; drainage; foundations; structures; transportation; drainage and other systems of major size and complexity for use on a military installation, airfields, multi-story office buildings, large utility plants, hospitals, hangars, flight simulators, and similar structures. 
  • Support and oversee installation support, service, and maintenance contracts and utility programs.
  • Use cost estimating tools to produce government estimates and assist with programming projects to compete for funding in Air Force corporate processes. 
  • Assess constructability and other impacts of short- and long-range projects and base development actions. 
  • Validate requirements using Air Force Instructions (AFIs), Unified Facilities Criteria (UFC), and construction best practices. 
  • Identify requirements, develop Statements of Work (SOWs) and/or Statements of Objectives (SOOs), and other documents necessary to support contract solicitation from various contracting agencies. 
  • Participate in contract negotiations and review contractors’ proposals under guidance of Contracting Officer (CO). 
  • Serve as technical expert in support of contract negotiation and/or contract administration. 
  • Provide direction, interpretation, and adaptation on applicable guidelines (e.g., AFIs, UFC) for project implementation.
  • Guide projects to completion within contract cost, schedule, and budget. 
  • Coordinate design efforts by in-house and private firms. This coordination includes the review and dissemination of drawings and specifications during the entire design process. 
  • Perform detailed preconstruction site surveys. 
  • Coordinate project activities with effected stakeholders. 
  • Coordinate all design phases with appropriate stakeholders, managers, and staff elements. 
  • Act as a project liaison with Mission Partners, community leaders, the U.S. Army Corps of Engineers (USACE), and/or other agencies. 
  • Track project status and summarize and present program and budget status reports as needed to leadership. Maintains current project data for assigned projects in required engineering databases. 
  • Review and concur on contract deliverables and confirm project progress. 
  • Provide technical review of as-built drawings at the end of construction. 
  • Prepare graphic presentations, construction documents, cost estimates, Gantt charts, and strategies to communicate with stakeholders.
  • Inspect construction to ensure compliance with contract documents and resolve differences with contractors. Perform regular site visits to provide independent technical assessments, evaluations, and reports of work being performed by contractors. 
  • Prepare/review change orders prior to contract modifications. Advise on contract modifications or adjustments for CO approval. 
Job Requirements:  
  • Bachelor’s Degree in engineering, construction management, architecture, or a related field.
  • Minimum of three (3) years of experience in on-site construction project management. 
  • Experience managing Department of Defense (DoD) MILCON or projects of comparable scope and complexity.
  • Experience applying the DoD UFC and Uniform Facilities Guide Specifications (UFGS) to complex facility construction projects. 
  • Knowledge of Federal, state, and/or local regulations and statutes, as well as Air Force or DoD regulations and documentation.
  • Proficiency in Microsoft Office, including Outlook, Word, Excel, and Access; and Autodesk AutoCAD 2013.
  • Ability to read and understand CAD drawings, blueprints, and facility/project specifications.
  • Strong written and verbal communication and interpersonal skills.
  • Successful completion of a National Agency Check with Inquiries (NACI) clearance for a Common Access Card (CAC) is required.
