SCADA System Engineer

Job Summary
Responsible for maintaining the automation and process control infrastructure for water, wastewater, and sewer systems of Oakland County, as well as the facilities for Cities, Villages and Townships (CVTs) operated and maintained by Oakland County. Manages the Water Resources Commissioner’s (WRC) Supervisory Control and Data Acquisition (SCADA) system. Performs regular cybersecurity and disaster recovery and preparedness drills to ensure staff readiness and operational continuity. Routinely performs vulnerability assessments and corrects SCADA defects. Determines the root cause of system outages and hardware failures and corrects such issues as appropriate. Develops and documents standard operating procedures and ensures adherence to those procedures. Determines appropriate staffing levels and maintains an adequately trained staff. Works with Oakland County Information Technology (OCIT) to determine the most secure methods for connecting to the OCIT computer network to collect and store historian data for analytical purposes. Represents WRC on all SCADA matters at various communities, CVTs, Drainage District Boards, as well as Oakland County Board of Commissioners committee meetings. Develops and administers the operation and maintenance budget and performs long-range capital improvement planning for the SCADA system. Utilizes current Countywide and/or department specific software to complete assignments.
 
Employees of this classification are required to be available for operational problems, equipment emergencies, widespread storms, power outages and other operations and maintenance emergencies as deemed necessary by management after normal working hours, weekends and holidays. Also, employees in this classification are assigned On-Call duties as required by management.

Minimum Qualifications

1. Possess a Bachelor’s degree from an accredited college or university with a preferred major in Electrical Engineering, Controls Engineering or closely related field of study. 

2. Have had at least five (5) years of full-time work experience in the development and support of SCADA systems within the assigned subject matter area: Ignition, Rockwell Automation, Wonderware, Intellution, GE Software.
 
3. Possess a valid United States motor vehicle operator’s or chauffeur’s license. Out of Country driver’s license holders will be required to obtain the appropriate valid State of Michigan driver’s license before the hire date.
 
4. Pass the complete examination, including the employment medical, established for this classification.
 
5 Successfully complete the six month probationary period.
