Keeping Washington Clean and Evergreen

The Information Technology Services Office (ITSO) is currently looking to fill an ITSO Project Manager (IT Project Management-Journey) position. This position will be located in our Headquarters Building in Lacey, WA.

In this role you will independently provide project management for the implementation of the statewide One Washington project at Ecology. The project will replace the state’s system that manages key business functions – finance, procurement, budget, human resources and payroll. The project will be accomplished in multiple phases with the following focus; Phase 1a - core financial systems, Phase 1b – Expanded financial systems and procurement, Phase 2 – Human Capital Management and Phase 3 – Budget preparation. This work includes initiating, planning, controlling, monitoring, closing, and reporting on the project as this mission critical system is implemented at Ecology.
 
We are looking for applicants who possess extensive IT Project Management knowledge and experience. The top applicant will have excellent people, negotiation, and communications skills, to include business analysis, technical writing, and facilitation experience. This position develops project management and business analysis artifacts that are reviewed by senior IT, business and executive level staff. As such, the incumbent must possess strong technical writing and verbal communication skills.

Program Mission: The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology. Please Note: This is a project position that is funded until June 30, 2022. The Statewide One Washington project is expected to continue through June 30, 2025. The funding for this position has a high probability of being renewed through the lifecycle of the project.

Duties

Section Mission: The ITSO Enterprise Portfolio Management & Architecture Section provides expert-level consulting and leadership in the areas of enterprise portfolio and project management, business analysis and IT architectural services.
 
What you'll do:

  • Independently directs the implementation at Ecology of the complex, large-scale One Washington IT project.
  • Develop IT project plans and charters, sets and manages project schedule, manages product backlog, develops and implements communication strategy and plan, and other project management artifacts.
  • Analyze project risks, develops risk mitigation strategies and maintains the project's risk register.
  • Collaborate with the project's Executive Sponsor and Business Team.
  • Organize and collaborates with Agile project teams to prioritize work via development of a Sprint Plan and facilitates development of a product backlog.
  • Use Business Process Reengineering methods and Change Management strategies.
  • Develop change management plans that include consideration of the human elements of change.
  • Coordinate the work of project team members and manages project team through regularly scheduled meetings.
  • Facilitate Sprint Review and Sprint Retrospective meetings.
  • Participate in the development of the business case, cost/benefit analysis and feasibility of proposed IT software development and/or infrastructure projects.
  • Organize and facilitates the project team meetings.
  • Develop procurement and statement of work documents.
  • Evaluate vendor responses and assists in vendor selection process.
  • Monitor project status by comparing project progress to the project plan.
  • Report directly to management (Executive Sponsor, Section Manager and Steering Committee) by preparing briefing papers and giving presentations.
  • Assist in the facilitation of requirements gathering meetings and workshops across multiple financial and administrative programs. 
  • Assist in analyzing and developing requirements for the complex, large-scale OneWashington project to include cost-benefit analysis; documents information systems requirements to include user acceptance criteria via detailed user stories and/or use cases.
  • Consult with managers, staff and external partners to analyze technology needs and problems; analyzes and resolves highly complex problems involving multiple system integration issues 
  • Assist in developing business cases and recommends solutions so that management has the information needed to make sound decisions. 
  • Identify opportunities for improving business processes.
  • Assist in identifying the needs of stakeholder groups by applying Business Process Modeling (BPM) techniques to develop as-is and to-be process models.
  • Define key performance indicators (KPI)

Qualifications

Required Qualifications:
Bachelor’s degree in Computer Science, Information Technology (IT) or closely related field and two (2) years professional experience in IT project management gained in the last (4) four years. Experience includes but is not limited to, business analysis, user interface design, system testing, and all facets of IT project management for IT projects to include technical writing

 OR

Associates degree in Computer Science, IT or closely related field; OR completion of a two (2) year accredited vocational training program in Project Management and four (4) years of professional experience gained in the last eight (8) years as listed above
 
OR

Six (6) years professional IT project management experience gained in the last 10 years in the requirements listed above.

*Project Management Professional (PMP) certification will substitute for two (2) years of required experience.
 
* Education in Computer Science, IT or closely related field or accredited vocational training in Project Management will substitute year for year for experience for up to five (5) of the required six (6) years of experience

  • A Master's degree in Computer Science, Information Technology, Business Administration or related program
  • Four (4) years of project management experience on projects that cross program, agency or organizational boundaries. 
  • Agile Project Management certification such as the Project Management Institute ACP or Scrum Master Certification.
  • Organizational Change Management (OCM) Prosci Certification 
  • Certification as a Project Management Professional (PMP) through the Project Management Institute (PMI), or a university or college.
