Position Overview
This position is accountable for detailed inspection of bridges and structures throughout the district to fulfill the requirements of the National Bridge Inspection Standards (NBIS), those of the district and state maintenance policies, management of the district's Bridge Inspection Specialist team, and preparation of necessary reports and forms and input of required data into the Bridge Information System (BIS) or Illinois Structured Information System (ISIS).
Essential Functions
- Plans, directs and controls the district Bridge Inspection Specialist team in the continuing detailed field inspection of bridge structures throughout the district to ensure compliance with the National Bridge Inspection Standards (NBIS).
- Conducts field inspections of fracture critical structures and pin and link assemblies, underwater bridge inspection, scour analysis, and special feature inspections to meet the requirements of the National Bridge Inspection Standards.
- Detects and analyzes structural problems encountered during inspections and for making specific recommendations based on observations and structural expertise. Must evaluate the seriousness of all problems encountered and take appropriate action as required.
- Conducts field investigations, evaluations, and documentation of damaged bridges and bridge deficiencies.
- Completes all necessary reports concerning bridge inspections and the accurate entry of required data into the Bridge Information System (BIS). Requests reports and analyzes information from the systems.
- Ensures safe operation and maintenance of the specialized equipment and vehicles used by the inspection crew.
- Responsible for being knowledgeable of the National Bridge Inspection Standards and technological developments relating bridge inspection through training and other resources.
- Demonstrates techniques, evaluates and motivates subordinate personnel to ensure staff development and competence, including staff on loan.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
- Four years of experience in civil engineering.
Preferred Qualifications
- Four years’ experience of supervisory responsibility of which three years should be in highway engineering.
- Knowledge of bridge types, basic components and problems related to bridges.
- Ability to work in all environmental conditions including weather, terrain, heights and traffic hazards.
- Strong oral and/or written communication skills.
Conditions of Employment
- Valid driver’s license.
- Successful completion of the FHWA-NHI-130056 Safety Inspection of In-Service Bridges for Professional Engineers course within 12 months of accepting position.
- Successful completion of the FHWA-NHI-130078 Bridge Inspection Techniques for Nonredundant Steel Tension Members (NSTM) course within 12 months of accepting position.
- Successful completion of the FHWA Introduction to Element Level Bridge Inspection course within 24 months of accepting position.
- Extensive district-wide travel and possible statewide which could include occasional overnight stays.
- Occasional overtime during nights and weekends.
- 24-hour emergency call availability.
- Ability to perform outdoor work in a variety of adverse conditions including, but not limited to, inclement weather, rough terrain, heights, constructions sites, and roadways open to traffic.
- Successful completion of a background screening.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
