PAY AND BENEFITS
Annual Pay Range: $102,867.21 - $130,459.38
Hourly Pay Range: $49.455391 - $62.720856
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Systems Project Analyst, Senior.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Department of Technology Services (TS) is seeking a dedicated and experienced Data Warehouse Developer to support and enhance the data warehouse serving the Housing & Community Development (HCD) Department.
This position will work closely with the county's Housing & Community Development Division (HCDD) to provide data management and analysis needs to build and implement a regional approach to ending homelessness in Clackamas County. HCDD is in its founding phase and seeks a skilled leader in data system analytics to lead data integration across HMIS and other systems. This position will oversee the ongoing design, enhancement, and implementation of a data warehouse solution that extracts, transforms, and loads (ETL) HMIS data for accurate and efficient reporting. The selected candidate will join the TS Applications team, collaborating with colleagues to build, enhance, and maintain the database environment effectively. Working closely with the Clackamas Housing and Community Development, the Data Warehouse Developer will identify business requirements and build data extraction and reporting applications that meet regulatory and strategic funding compliance.
Key responsibilities of this role include:
• Leading complex projects, developing policies and guidelines, and providing advanced technical expertise in data warehouse development, design, and architecture.
• Implement and maintain security measures to protect sensitive data and manage user access to the data warehouse.
• Create and optimize complex ETL workflows to ensure data accuracy, completeness, and reliability.
• Develop and maintain scripts, queries, and routines for data cleansing, transformation, and loading.
• Collaborate with external entities to determine tools, design, and build system components to extract, process, and integrate data from multiple sources, ensuring automated processing where possible.
• Utilizing software tools for systems analysis, logic design, applications programming, database management, troubleshooting, and ensuring operational integrity;
• Managing contracted relationships with OCHIN's Professional Services Group for report development, coordinating requirements, validation, and results verification;
• Providing technical leadership for Housing and Community Development projects, including system design, building, testing, and implementation of various components; and
• Develop, support, and maintain data extraction and transmission tools to external entities for grants, security, and business needs.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of seven (7) years of experience in data warehouse development, ETL processes, and database design
• Demonstrated proficiency in ETL tools and languages such as SQL or other scripting languages
• Demonstrated knowledge of database management principles and techniques (SQL coding, writing TSQL queries, data warehouse schema design)
• Strong project management and leadership skills
• Strong problem-solving abilities and analytical thinking
• Effective communication skills to collaborate with internal and external partners
Preferred Special Qualifications/ Transferrable Skills:*
• These are preferred but not required qualifications. No experience in any or all of the following will not necessarily disqualify you from consideration.
• Bachelor's degree in Computer Science, Information Technology, or a related field (or equivalent experience)
• Experience with data visualization and reporting tools (e.g., Tableau, Power BI)
• Experience working with Homeless Management Information System (HMIS)
• Demonstrated proficiency in C# or other .NET development languages, Python, and Java, with the ability to apply object-oriented programming principles in data-driven environments

TYPICAL TASKS
Duties may include, but are not limited to the following:
• Consult with personnel across various departments (QI, Financial, and health care clinic management) to determine business requirements, then analyze, design, build, and maintain reports and data extracts needed for the monitoring and operation of the health care clinics, as well as reporting to various internal departments and regulatory bodies.
• Work with OCHIN EPIC and Clackamas Network personnel to implement a facility to automatically run reports in EPIC and deliver the output to a Clackamas file share for consumption by Health Centers leadership and staff.
• Work with outside entities (i.e., CareOregon, Crossroads, PreManage) to determine the tools to be used, design, and build the multiple components of the system to extract/import data from multiple sources, perform complex processing, and produce the required output. Where possible, the system retrieves and sends input/output data electronically on a scheduled basis without manual intervention.
• Utilize appropriate software tools and techniques for systems analysis, logic design, applications programming and coding, database management, computer operations, troubleshooting equipment problems, and maintaining operational integrity of the computer system. Determine business requirements, design, build, document, and maintain a C# application and MS-SOL database, to extract, transform, and load data from enterprise applications.
• Participate in meetings, forums, webinars, etc., with internal departments and external entities to advise on the impacts of upcoming changes and identify opportunities for improvement and efficiency.
• Manage the contracted relationship with OCHIN's Professional Services Group to build business objects reports for Health Centers. Develop the business requirements, coordinate between end users and OCHIN developers, and validate the results.
• Provide technical leadership and expertise to Health Centers' projects, determining technology needs and purchasing or building systems to meet those needs. Overall systems design, building, testing, and implementing the various components.
• Develop and maintain tools to extract and import data from multiple sources, then process and transmit the data to outside entities for grants, security, and other business needs (OHA, SAM/OIG exclusion screening, 340B partners, UDS, etc.).
• Develop detailed design specifications, definitions, flow charts, diagrams, performance criteria, and testing methods; writes, develops, and documents operational procedures for data elements and sources; coordinates systems maintenance, testing, and production runs; devises schedules for implementation; provides training and technical guidance to users and staff in the use of new or modified systems and procedures.
WORKING CONDITIONS
Frequently works early and late hours to meet timelines, provide off-hour upgrade and maintenance, and respond to emergency situations.
WORK SCHEDULE
This position is included in the county's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This is not a remote work position. The exact amount of on-site/telework and schedule will be discussed with the hiring manager at the time of offer. Telework locations cannot be located outside of Oregon or Washington. Telework from any other state is not allowed. Washington residents must perform 50% of their time on-site at Clackamas County.
